Security when charging EV

When cars are charging, asin for example Ikea car park, can someone else come along and unplug the charger cable for their amusement? or if the car is 100% charged, move the charger to a different car. Are there are rules and enforcement around this sort of stuff yet? Police may not want to bother with car park bust ups.

There are multiple solutions already out for this problem. Yes it does happen and will continue to happen. The solutions I have seen so far include:
  • Cable gets locked into the car charging port until released by the owner

    EV Charging station locks the port if there if the cable is suddenly removed from the car and renders the cable useless until the owner unlocks the charging station with their ID/Card

    CCTV around the charging stations
Common courtesy doesn't cost much, there will always be the bad fish.
